It began around 824 when Jikaku Daishi carved and dedicated an eleven-faced Kannon statue. However, the temple fell into disrepair, and in 1791 the principal image was temporarily transferred to Hongakuji Temple. Two years later, the temple was rebuilt and the principal image was restored. Since the soil from the 33 Saigoku Kannon hallowed grounds was brought and buried under the temple when it was rebuilt, it was believed that a visit to the temple would give the same merit as visiting the 33 Saigoku Kannon. The current building was relocated after being destroyed by fire in 1955.
